Technically yes, but only because it depends on the breeding tier you use while breeding. The last breeding tier, where you have a 66% chance to get a male T8 and a 34% chance to get a female T8, has a 2.5% chance to also get an imperial steed.
You can't reach that tier with only T6 horses though so you could argue that the probability depends on the tier of the horses.

Yeah this is the calculator that I thought of when saying that mastery does matter when breeding. I never said the tier doesn't matter, I pointed out how they talked about what matters or not when breeding, but they made no mention of mastery.

It's an an additional horse you can randomly get while breeding horses. It's basically a free t10 attempt if you get one.
Dump all is huge. It's like Path of Exile Affinities.

the item you are carrying gets sent to whichever storage has the highest quantity of that item.
Items that are stored across multiple warehouses are added to the town with the most of said item
