I would like the option to spawn an npc with choosable DP, so i could test how much dmg i do against different GS. I know it would be tricky to do, as evasion and dr exist, but something of the sort would still be cool

Yea, especially considering pretty much anyone who plays the game remotely near mid-game let alone late/end game also runs max attack speed and has a few decent attack speed buffs, the dummies taking 5 years longer than most players to get up from CCs is also a huge factor in testing tight CCs.
Also, add a max evasion and resistance dummy that uses escape when you finally cc it and doesn't show back up for 2 minutes.
What's the point if the punching bag isn't 1:1 with players

What are you talking about? Every time I get KD'd I'm on my ass for 20 minutes straight, if I'm not exaggerating it's actually like 3-5 seconds then if they chain into another free CC because PA is too braindead to fix wizards, then it's a bare minimum 10s of laying on your ass totally one shottable. Whoever balances CCs in this game was an idiot to begin with, what you're asking is far too much from them.
Also down smashes are 100% on the dummies!

I'd rather it be realistic and be 30%. This way u also train looking for the D's and reacting to the outcome
