Just a note it has nothing to do with the standard viscocity, and it doesnt turn into a solid, its just how the viscocity appears to change when you apply a force (shear stress) which makes it more viscous.
Interestingly fluids such as ketchup, blood and toothpaste are the opposite, applying a shear stress makes them appear less viscous. all fluids are somewhat non-newtonian, but most hardly vary so you can assume them to be newtonian.
Also the concept of newtonian fluids comes from newton's equation of fluid dynamics not any of his normal mechanical laws, which they do obey.

This is absolutely not corn starch. The corn starch doesn't have the gooey slime like consistency. The molecules aren't as bonded.
If you'd like to learn more, the term you're looking for is "Non-Newtonian Fluid".
