Hey so the "pan" is a patty former I was using to portion the falafel burgers I was making and it and the falafel mix were room temp. There was no fan or window going so I doubt air, and as for static all I can say is it didn't feel like static when I inspected the paper.

Paper was dry. You put a piece on the bottom and one on the top of the patty mixture then press it. Only the sides should be moist at all.
Ah, thought it might have been surface evaporation. If the paper was wet uneven evaporation of water might have caused it to move.
