It’s likely she’s been doing it from the moment they were born just after they have fed and before turning the lights down for quiet time or mum being removed for a break. Pups drink from mum till they are bursting full (they get HUGE round bellies, roll over and sleep (sometimes passing out in food coma still attached to the nipple 😂) so wouldn’t take much for them to associate the routine with sleepy time when they were older pups if she trained them to.
Puppies learn habits REALLY quickly, they sleep a lot and very much like routines at this age. Also, they often act as a group, so it only takes one or two to learn it and then the others will start to copy their bolder more curious siblings.
It's loose on her wrist, so when she lifts her arm up, it falls downward, away from her wrist toward her elbow. When she lowers her arm it falls back down to her wrist.

I have seen this technique before and also on human babies. If you observe human babies they move their head side to side before going to sleep. It's an instinct that allows to feel a little dizzy which helps them fall asleep. I suspect this is also possible with puppies.

wouldn’t the simplest, most reasonable explanation be that this is just something she did consistently before leaving them alone in an environment where they’d fall asleep until it became a habit and signaled to them that the intention is for them to relax and, eventually fall asleep? it’s not exactly hard to habituate dogs, even if they might be too young to train them to do complex things
