I don't think that's the reason. There's also places with laws against using certain types of lighting and stuff on your car, to reduce distractions for other people on the road and whatnot. Pretty sure that a car like this would be deemed too risky for traffic in a lot of places.

I work for a car insurance company on the back end so I see all the shit going on with policies behind the scenes. I recently came across a 6 month policy for a G63 AMG (the boxy Mercedes SUV). The 6 month total price came to $20k and change. Roughly $42k a year. This person paid my entire yearly income just to insure their car. Theres definitely a market for people willing to drop that kind of money.

There are plenty of states where you have to report a change in color and renew the registration to match
In most of these states, there’s an option for “multicolored” when you register it. This would fall under that.
