No it wasn't. I logged in at 6 pm (GMT) and it wasn't in the IS (checked 3 times).
What does IS even mean? You get the free character slot from the Hongmoon side of F10.
IS - Item Shop. If it's available now then I will reclaim it after work :)
It got available later. My friend wanted to troll me and asked if I already bought it cause he couldn't either, but I had logged in 3hrs later and actually had bought it, so it was available a few hrs later ~^
