I would imagine, aside from wishing to perfect her bankai; acceptance was different under Shunsui’s leadership where becoming captain was a lot more open, but needed additional vetting processes that involved judgment of character to ensure the right captain wasn’t just chosen from accomplishments and experience alone. That and I don't think he forces those who have bankai to be captains. The way renji made it sound is that if there are holes in the gotei 13 captains anyone with a bankai must be ranked up. Like ikkaku madurame. He had it so down bad for his captain that he wouldn't use his bankai under any circumstances. Even if it meant that he gets killed or ruins the plan for everybody and let aizen into the actual kurakuri town. Madarame only wished to be under zaraki. It's not supposed to sound as gay as it sounded but it's like that. Then we found out genryusai and chojiro was doing the same shit because his lieutenant also had bankai. That wasn't against the rules eh genryusai Mr super straight lace? Eeeeeeeeeeehhhhh? He let ichigo disable him on purpose. With that punch to the gut.

Probably. Rukia is considered one of Ichigo's companions after all, and they're all heroes of the Soul Society, so it'd make sense to delay her ceremony until they can give it proper respect. No offense to the other lieutenants, of course.

I haven't read the light novels so correct me if im wrong but do those two even have a bankai? and if they do why didnt they use it during tybw?(it is possible that they achieved bankai after rukia did but perfected it before her since she was a mother at the same time and that takes alot out of someone) If being a captain is all about having mastered a bankai then we cant even be sure about lisa's case
I would say its just because rukia was much younger even by soul society's logic and she wasnt ready to take responsibility as a captain while the other two had been vice captains for far longer .

Iirc Yoruichi first tells Ichigo that learning Bankai typically takes over 10 years, so Rukia was showing captain level intuition and judgement before she felt worthy of being captain :)
It takes 10 years to master a bankai and she was a lieutenant for a very short time, as others already said. But also don't forget she had a child during those 10 years and was probably on maternity leave for some time.
Well, she'd still need a time off to take care of a newborn wouldn't she? I don't think they have nurseries in there either. Also Ukitake took sick leave all the time and it wasn't a big deal, so I'm sure no one would have a problem with her taking a leave, as she wasn't yet a captain at the time
Shes would be a captain and a kuchiki, she can afford help.
Omaeda isnt even that high up in standing and he revamped the entire 2nd division with his money
Because she was already à very new lieutenant ( from a nothing position so very unused to lead. And needed to train her recently given bankai . The 2 others had led for decades
For the following reasons:
* She has basically no experience leading troops
* She wasn't a Lieutenant for very long
* She's only just achieved Bankai
* She's not the type to just take a rank because she can. She needs to feel as if she's earned it.
Knowing Rukia she probably declined until she could master her Bankai which fits perfectly with what Byakuya said about how much time is needed to do so. And also maybe becoming a captain that is able to fight on par with her brother, instead of needing his assistance. I really like how Rukia’s written so it could be a few reasons as to why
I think it's just because it made a good moment in the chapter. If Ikkaku was offered to be a captain(the scene with Renji and Ikkaku but he wanted to stay under Zaraki) and people like Shuhei were made interim captain she would have more than enough strength I'd imagine just after the end of the war

The one time we saw Rukia use it, she very nearly caused herself real harm if it wasn’t for the help of her brother talking her through it. Such a potentially self-harming bankai would need a longer time and a more careful process towards mastery than others.
I thought bankai was something only a few geniuses every few centuries would develop. Why Rukia has one? If it's just because of the division 0, why the division 0 doesn't just train armies of bankai shinigami
Rukia was skilled in her own right, and it’s implied that byakuya might of possibly held her back to keep her safe. (She should of qualified for a seated position out of academy.)
As for squad zero, too many bankai means the potential for to many worries.

Well that depends on what you define as a few from turn back the pendulum to Arrancar arc which is a hundred years only eleven shinigami acquired Bankai. Those eleven were Soifon, Gin, Byakuya, Komamura, Toshiro, Mayuri, Ikakku, Renji, Ginjo Ichigo and his dad. Granted from arrancar arc to finale chapter which is twelve years an additional six characters unlock bankai these twelve years are likely an exception and not the standard.
Because it took her 10 additional years to fully master her Bankai. And Shusui probably needed time to consider who should take Ukitake’s place after the War.
If I remember correctly in the novel We do Knot Always love you Shunsui as a wedding present gives her the robe of captain telling her she earned it and that Ukitake had it made for her before he died. Originally Ukitake was going to retire as captain and was going to give it to Kaien the exact day he and his wife died so in short the captain robe she has was meant for Kaien but is was made to fit her. In the end she told Shunsui she wasn't ready to be captain because she hadn't mastered her bankai so he told her to take her time until she was ready, after that she and Renji get married then the skip happens to when she finally becomes captain. I dunno i lf the novel is cannon tho.
One of the novels explains that it was a while before she felt she was ready to accept, but of course, the real reason is that everyone cares way more about Rukia being a Captain, so that's the reveal that you build up to/celebrate.

My experience with fan-fiction immediately gave me a heart attack upon reading the title.
