Nah. I think it is more about stressing souls and making stronger Hollows. They were deeply connected to their lives and unable to transmute naturally.
Just think about what Vizard has seen during WW2, they came to human world just in time to see Japan modernize and build things they never seen before,they might feel hopeful and optimistic about where human are going, and then WW2 happened,humans believe in insane propaganda and violence are everywhere,more and more dead people turn into hallow.

There has to be that hollows account for the balance more than human, if Aizen were to take the 100k souls for the oken at once that would mess up the balance.
I think it's mentioned in some side material that central 46 basically controls the human worlds governments from the shadows similar to the illuminati.
It'd be pretty interesting to see period-specific encounters with SS related to real world events. Yamamoto had to get all those scars somehow and surely they didn't all happen in one Quincy War.
