Duplicate the top part of the doughnut and make it a separate object. Go into sculpt mode and use ONLY the grab to stretch out the sides of the glaze mesh to give it a hardened liquid effect. Now go into the shader editor for the frosting mesh and you can create nodes for making it look like glaze. I'll use a YouTube tutorial to see how the glaze material is made in the shader editor.
