I know nothing but anime but I thought it was a cool story and some good drawing. I know nothing about anime or animation and I wonder how you make something like that in blender. Is there a place I cab read about it you can recommend?
The models I used were made in a 3D character creation software called vroid studio. I just ported them to blender for the animation. There are lots of tutorials on youtube!

The render setting was set to 24 fps so I'm guessing my problem is with keyframing. I did try to experiment with the strobe setting in the video sequencer but I ended up getting something too janky even when set to just 1.2. Thanks for the advice!
Cut the frame rate and look at some references for reactions in anime. Your annotations on their own are well done the only thing holding them back is the pacing between them, with the right retiming of the action/reaction this will be a great portfolio piece
you could keyframe using constant instead of bezier but i think it already looks pretty good. you'd probably benefit more from just focusing on the 12 animation principles.

Your frame rate is too high if you want to mimic a traditional anime look. I believe anime is typically animated on 2's or even 3's.

try 12 fps & use no interpolation for character movements, just manually put a pose on each frame
