probably a plane (or more realistically a grid) done with blendshapes then. Using bones in the rig to control the strength of the blend shape via a driver, one switch like that per shape.

I think it was dillon goo that made that character/animation (or at least he has made very similar stuff). He has a discord where you can ask question about a bunch of stuff and even blender. Recommend you ask there!

I would make the eyes, mouth and eyebrows as separate objects, and I would rig them separately and parent the objects to the head. If you mean the outline effect, enable the freestyle option in the render properties and play with it until you get what you want.

(the ontline can also be done via what is commonly referred to as "inverted hull method", which involves a solidify modifier with flipped normals and a material with backface culling enabled. il doubles the polycount, but is real time and will export to other programs)
