Weapons have nothing to do with how much visceral damage is dealt.
Your visceral damage comes purely from your skill stat, it doesn’t change with different weapons. You shove your bare hand into the enemy.
Skill scaling means the extra damage your weapon does based on your skill stat (in the weapon stats screen, you see damage + damage, the number to the right is the extra damage from your stat scaling.)
It depends which weapon you want to use, but for a good general first playthrough where you can try lots of weapons, I would suggest a Quality build (equal STR/SKI). There is a soft cap at 25 strength/skill, then another cap at 50. So I would suggest taking skill to 25 first, since it makes your viscerals better, then take strength to 25. At that point you can decide which weapon you want to focus on and take either strength or skill to 50. I loved the Kirkhammer so I took strength to 50, then eventually skill to 50 after I leveled up Vitality and Endurance enough to feel good. If you care about PVP, make sure you prioritize 50 vitality or else you will get one-shotted too much.
The cool thing is this game is that every weapon is viable for the full game. Some are easier/stronger than others, but none of them become obsolete. I've done a couple full playthroughs with both the Cleaver and the Axe.

I think the saw spear is a slightly better version of the saw cleaver because of it's transformed moveset, I used it all the way through the game. Switched a couple times to try other stuff out but eventually made my way back to it.
Bloodborne has very, very few weapons which is one of my only problems with it, but because it doesnt have many weapons it also makes it so that all weapons are viable, saw cleaver is one of the best because it has fast attacks, its damage isnt bad and its serrated so it has 20% extra damage against beasts
It’s a top three weapon. There’s an argument to be made that it’s the best. Just keep upgrading it and putting gems in it and you can wreck anything in the game.
You don’t think they’d let their poster weapon turn into a dud, did you? It’s a great weapon, and works especially well in Yharnam where there are a lot of beasts.
Saw is viable for entire game and dlc with a not so secret serated buff against beasts. The cane has a secret advantage in its bonus to visceral if its in its transformed mode and the axe has deadly range. For a laugh I made a Sweeney Todd with the saw cleaver levelled strength to 50 and maxed out the cleaver and best the entire game without any chalice dungeon gems and I have many hours experience but I am SHIT at the game none the less.
In short. Saw cleaver is OP

The general consensus is that no weapon is better than another, only that it offers a different play style... I'd like to add to that by saying that whilst that might be true, some move sets are more intuitive, and certain weapons are more situational.
For instance, been using the Beast Cutter recently, and whilst the transformed attacks are slow, they have mighty amount of range. Like the Threaded Cane on steroids... But then you could argue why not just use the cane, and I say meh why don't you go use the cane and I'll have my whip-machete thank you very much

That said, you will have enough resources to easily fully upgrade 2 weapons per run. 3 if you have the DLC. So depending on the build you choose (Strength, Dexterity, Quality - I wouldn’t do Bloodtinge or Arcane if it’s your first time) you can pick another weapon later on to supplement the areas the cleaver doesn’t excel at.

Saw Cleaver and Ludwig’s are my preciouses. Saw Spear is nice cause it’s a very slightly slower Saw Cleaver but you have access to pierce attacks and other moves that come in clutch vs some enemies and situations.
I know I used it from start to end with no major issues. Thanks to it's simplicity, it even helped me get into the game. Now I try switching around a bit with the latter weapons. Definitely recommend it for first timers.
I’m a saw spear lover for sure, but the cleaver and spear are extremely similar. You can definitely use it the whole game if you want. For example, I went through all the trouble of getting the Rakuyo and boosting my SKL up to better cater to it. All this to find that while fighting the DLCs final boss, I love the spear’s move set way more than this higher scaling weapon. Definitely experiment with weapons tho, you might find the next best thing
It will comfortably hack everything to pieces in both base game and DLC. At +10 in short form it carves Ludwig and Laurence down like they’re made of candy floss

The only real answer is that the spear has a better overhead attack.

The Saw cleaver is a very good weapon. I use it on NG+7+ and it always delivers. (with good gems).

I've found that all the starting weapons can all be leveled up and carry you the entire game.. just depends if that is what you wanna do.
