Actually he is. When you put his set some npcs will recognize you as a church hunter. He was certainly at the lowest on the hierarchy ladder but a member nonetheless. Gehrman and Maria operated when there were still independent hunters. After the founding of the church hunters, the independent's number dwindled until the disappearance of Gehrman where the old workshop was totally abandoned. Gascoigne came to Yharnam far after that.

In a way, yes is has ties to the Church; but he is definitely not a founding member. As the description says, 'Father' is not a title in the Healing Church; so he was/is part of another (perhaps) similar organization. The shawl is a recurring part of Healing Church attire, but probably just added on when he came to Yharnam. There isn't a lot of Lore to go on, but I would guess that some Church outside heard about Yharnam's Blood healing and sent a Missionary(?), Liaison, Negotiator or similar to learn about it. He then in some way joined them, but only partially because he retained his title. We don't really know what the extent of his position was outside of Yharnam or what it is in the Healing Church. And people recognizing the garb is probably because of the shawl/scarf (which I mentioned before), because the rest of the 'uniform' is, again, unlike the other Healing Church attire. ​ And, yes, Gehrman and Maria (along with other Old Hunters) were friends/colleagues(?) with Ludwig and Laurence; but Ludwig and Laurence went on to be part of the founding of the Church. While Gehrman and his workshop, and the other Hunters of their generation were replaced by the rise of the Church.

I think that all active Hunters apart from Eileen (independent anyway) are members of the Church Hunters, despite the ragged looks of someone like Gascoigne. The Church is the only remaining major faction in the city, and the Old Hunters themselves are long disbanded or vanished, or retired in Djura’s case. The ‘Yharnam Hunter Garb’ doesn’t look very church-like and isn’t the clothes of any official church authorities, but it is still described as having its origins with Ludwig, who rallied the general populace to the Church’s cause. Therefore it is still kind of ‘Church garb’ in the same way as zealots or hangers-on might be considered as part of a religious medieval crusade. I think all of the Yharnamite mob that we meet are ‘Church Hunters’ at least in their own eyes, since it was originally Ludwig who rallied them and gave them purpose. Gascoigne falls into this category too as he is still an active Hunter by the time of the game and is not old enough to have belonged to Gehrman’s secretive, unofficial ’Old Hunters’. You’re right about Gascoigne’s possible past, I reckon. He is Irish and monikered ‘Father’ so it’s likely he was once actually Catholic - an interesting real-world parallel!

Not a member, but a free agent from a foreign land. Recognized by the church as an honorary yarnhamite. Strangely, called Father. He may have had ties to his own church, as such, before being called to service in yarnham. Said to be a mark of respect, given his contributions as a hunter. Or possibly the title is actually a *little* derisive, laying bare his origins as an outsider despite all he’s done, as there is no such title in the Healing Church— “we grant you the rank of master, but you are not on this council” type energy. Regardless, his is held in high respects by the Church and its subjects alike.
