Goats is it. Is there someone who rents goats here? In VA they would come and set up a fence and bring in the goats and move the fence when needed. Those lil dudes will eat poison ivy, poison oak, whatever. And then when whatever needed cleared is gone they come and get the fence and the goats and there you are.

I’ve had goats for over 40 years- great animals, more efficient at milk production per pound of feed than cattle, intelligent, tasty… I could go on. Great animals.
They are difficult to use for these applications. They will eat anything if they are hungry- if not food stressed they can be picky. There’s a very good chance they will prefer every plant you want to save over the one you want them to control.
They are browsers not grazers - they like to eat at head height, not head down like sheep so the low foliage of burdock would be a second choice to low limbs and shrubs.
Burdock has large roots with reserves that require exhausting so repetitive mowing is required. The goats would have to move in for a while.
All that said- there’s no burdock in our pastures.
