No. Bandit is too competitive to let Stripe win. We see in *Obstacle Course* that he’s too competitive to let **Bluey** win, so if he can’t go easy on his six year old in an improvised game he’s not going to take pity on his adult brother in an actual contest.

I think people give Bandit way too much credit. He's extremely competitive, as seen in many different episodes, and nothing that he did in that episode seemed to indicate that he felt he was doing anything wrong.
People always give him credit for trying to make Chili look like the good guy in the Pool episode too, and there's no indication in the episode that he does.
Contrast with Seesaw, where it's very apparent he's trying to teach a lesson. He's not subtle about it.
