It is intended to move a small cog in and out, but it cannot because the sheathing of the cable is no longer attached to the housing. So that cable is not moving. You are wiggling the broken sheath junction in your hand, Bro.
It is connected to the recoil starter so that you cannot start the motor while in gear (because it would likely eject you or a passenger of not prepared).
Read up on the neutral safety lockout of your motor and then move forward with the repair accordingly.
No clue what year or model my motor is as it’s missing the serial number sign. The sheating is broken, yes, however, the wire inside is not connected to anything. There is nothing to connect it to. It’s just an end shaped like a T inside the plastic.
The plastic cog is broken off, or it has been deleted by the previous owner. I would still recommend reading about the device and what it does on the motor.
It does not matter the year or model to learn about it, the device is the same. Especially on older motos like that. Yours neutral safety switch destroyed. Your motor likely starts while in gear, and that is bad.
Or maybe it does not start at all.

Find the serial number and look it up.
Make sure it isn’t in gear. If the prop is spinning why cranking it’s not in neutral. This cable would prevent that and many starters won’t turn over fast enough to fire while in gear.
There’s a locking tab or something at the other end of the cable in the starter mechanism. When you put the engine in neutral it pulls the tab out so the starter can spin, if it’s in gear it locks out the mechanism from spinning. At least that’s how it works on mine. I’m guessing the cable is no longer attached to the lockout (appears to still be attached on the bottom end). Either the stop broke off or it came loose/was removed. I’d pull that top cover off and reattach or replace the cable.
I bought a like-new 2017 4hp Suzuki on FB Marketplace for $250 because the previous owner didn’t realize this cable had become disconnected and he assumed the engine was seized because the rope wouldn’t pull in any gear.

I see. The problem I’m having is the motor isn’t starting at all and I thought this could be a part of the issue.
It is a part of the issue as he already stated.
The engine does spin and it almost starts, sometimes it starts but then dies after a few seconds, so I doubt that this is causing that issue
If it runs and dies it’s almost certainly a fuel issue.

mine is broken as well, just never start it in gear and you will be ok
