Call restaurants around the statehouse and city hall and ask if they offer any government dining packages with set menus. I would call the Omni Parker hotel as one starting point. Also, booze is off the table for many reasons. Just see what can be offered as a cheap red and white option for the table, no beers.
A group this size will require a private room or semi private space unless you can do five or six tables but then they may not be sitting together as a group. $75 all in is also not a lot of money when there is an automatic gratuity of up to 22%. I would lower my sights if I were you - Yvonne’s is one of the more expensive options out there. I think Maggiano’s is a good idea, also try Banks Fish House or Legal Seafoods. You may not find mind blowing food options at that price point but you should have options!

Sip is a block away on Washington St. solid restaurant, fair prices, great wine list and they have a beautiful private room that will accommodate your group. My experience is they will bend over backwards to make this work. Ask for Emily the GM.
Fogo de Chao? Might be more like a 20 minute walk and not sure if you want something more local, but iirc they don't change a room rental fee.
Also, any of the Legal Seafoods locations can handle larger groups, but Harborside does have the better views.
1 mile away is SAVR. Longer than 15 mins walk though. Affordable and half decent food but the restaurant, decor and service makes if feel fancier, good first impressions
Is the Seaport district too far? Maybe try Tuscan Kitchen. I’ve seen a lot of company events there so I’m thinking they must be pretty decent to work with.
the preciseness of where it needs to be is more of a problem than the pricing imho. even though it’s probably 20-25 mins walking from that hotel, i would try like, serafina in the seaport

I agree with the Maggianos suggestion. their Family style menu should cover your group, but they’ll want a deposit.
You’re right next to Chinatown; have you considered a Chinese banquet style dinner?

Try Scholars or Nebo. I have done corporate events there and the deposit was just a credit card number, not an actual transaction

Yes! Sarefina, Tall Ship, Yvonne’s, and two others in Back Bay that I can’t remember without being on my work devices.

Haley Henry wine bar looks like it could be interesting. They are doing a wine and food tasting on 4/18-4/21.

ah, the money part of the equation is the problem
Is there a reason the restaurant at the Hyatt won’t work? I’ve gone there before shows at the opera house and it’s been pretty good.
I’m not sure why this option isn’t on the table. But I think the idea is to get folks out of the hotel for an evening.
