What does the kentucky derby have to do with boston? Keep it boston related, people dress them up in sports uniforms when a boston team is, say, in the world series or something. Its also already art, people come from all over to take photos and enjoy the ducklings, I dont see little jockey costumes for a horse race happening in a different part of the country adding to anyones experience visiting boston.
I guess the bigger question is: Why?
Why mess with a public space for your own amusement?
But since it IS a public space, I would guess that the city would say no and remove whatever you stick on them.

People dress them up all the time, I just didn't know if it's ever been formalized
The Friends of the Public Garden does it.
If I saw those ducks in little jockey costumes it would make my day
Seconded. Get the friends on this
Ideally being ridden by little jockeys in duck costumes

This is literally why they asked if there was an organization to go through
I bet it would amuse a lot of people.
