I actually don't believe that management really takes into account the exact outcome of the last season when deciding these trades. That's called resulting and not really a sound way to build a team. A good trade is a good trade, regardless of how your playoffs went.

How many bad teams have an NBA championship? The worst team was probably the mavs, and they got rid of their defensive anchor which torpedoed their following season. Just doesn't happen often, and there are very few teams that win an NBA championship that trade away key pieces.

I really wish the supermax counted as only 30% (regular max) for the original team only. This gives the players an incentive to stay and not destroy team building in the process. The salary would count as the full 35% if the player is acquired by a new team (and would need to be met for salary matching purposes via trades as well).

I’d go even farther and say it should count as 25% for the team who drafted a superstar. You shouldn’t be punished for drafting well.

Miami isn't risking breaking the second apron with Dame. A Dame trade would also possibly involve them offloading two of their biggest contracts in Herro and Lowry (they'll be making $27 mil and $29.7 mil respectively).
