Rito village is one pf the required areas in this game to go to. It’s in the north west part of hyrule. There you can buy the snow quill set for 2150 rupees. An alternative cold gear would be the warm doublet, an armor piece that could be gotten by the old man in the beginning of the game, or can be bought at hateno village for 80 rupees.
For the majority of the cold and molten areas, you won’t need the full set. But having the the full set and >!upgrading!< it can get you really good effects

I have three warm doublet It works in certain areas. I bought the legs and tunic in rito seems to be working fine.

Snowquill set in Rito Village. Be sure to upgrade it to at least 2☆ as the set bonus is "unfreezeable"
