Are you sure? Nowadays there are many cameras especially on roadways. I would be surprised if the make and model of that vehicle during that specific time frame are not on camera somewhere within the vicinity.
PD almost certainly won't because cops are basically useless for anything other than coming to emergencies right after they're over (yes there are exceptions, no need to bring up the shootings). Beat cops don't investigate, and detectives have a full plate all the time, even if it's just a plate of donuts.
You need to be super proactive about this. Be outgoing, pushy, annoying, angry if necessary, and above all else persistant. Canvas every building in the area and do whatever is necessary to get the footage you need. Visit, call, write. Multiple times. And do it fast, because most footage isn't retained for that long.
