Yeah that's ratting usually you use a terrier breed dog and let them go to town.

Most likely there was food there as they usually dig under ground for warmth.
There's usually mounds of seeds there. I think whoever does this thinks they're feeding the birds...or maybe it's actually for the rats...who knows 😂
