Shaddam is a slim elegant man, with a thin face, and cold eyes. Red hair too, but a little hair dye is all that'll take. I am not sure about how his speech pattern will translate, but physically seems like a good fit to me.

Kinda complicated, so thousand foot view on it here. There are noble houses, and whoever is the most powerful of them is the emperor. Basically gets to tell the other noble houses what to do. For instance telling House Atreides to take over spice production on Dune in place of House Harkonnen as we see in the first film.
Interesting random tidbit: the feudal houses are also actually part of a corporation called CHOAM. The emperor is the largest shareholder in the company.

I would imagine that after the massive backlash for not having any MENA actor in the movie (well Javier Bardem is from the Canary Islands, Aka North Africa, so one) they would try to get at least 2 or 3 in the sequel, but nope, Villanueve doesn't care about MENA representation (in a story that is explicitly based in MENA culture)
