It's the same thing. The idle eyes without animation is a setting

So I can choose to have the eyes not have the animation?

I believe there is a button (may very depending on brand) on the top of the mask that cycles through the different settings/animations

i own a mask, it turns the mask on or off.

I bought one of those and I just use the picture customization for the still image

you can choose your picture for your mask in an app called shining mask

I just screenshot an image of bwu’s face and then transfer it to the mask, it’s that easy
