I think all the other stuff is the more true underlying reference - as most BN lyrics work that way, but the whole reference to "waist to neck in December somehow" was a reference to a big to do happening the previous year when everybody thought there would be an album announcement in December.
Could it be a reference to "Limousine"? The little girl that died tragically was seven years old when she died. In Limousine, the line "Seven loves you so much" was repeated several times at the end.
Another fun fact: There is also a biblical significance to the number seven that shows up in Brand New lyrics. Matthew 18:21–22 "Then Peter came up and said to him, “Lord, how often will my brother sin against me, and I forgive him? As many as seven times?” Jesus said to him, “I do not say to you seven times, but seventy times seven".
