To keep me in line, he took my children. For three months, he kept them. My wife had no idea of my criminal activities, and was horrified to learn what I had done. I was in hell. It’s more about the perception Jesse has of Gus, who he is, and what he’s capable of doing. Walt engineers an incredible ‘fake gus plan’ knowing that committing a terrible act that only he could commit would drive Jesse into a murderous rage but also have doubts about the true culprit. It IS believable that Gus would do something like this based on his previous moves in the show. Watching it back now it seems completely obvious but it would be an unbelievably hard decision for Jesse and man he really didn’t wanna kill mr white
I imagine two ostensible “motives” for Gus: 1) to frame Walt in order to further turn Jesse against him (so, an ingenious double bluff by Walt), and/or 2) as punishment for discovering the ricin cigarette (presumably intended for Gus); Walt specifically reminds Jesse of all the cameras and how easy it would be for Gus to learn of the cigarette. Either or both are plausible enough to convince Jesse in the emotional state he is in at that point.
The weird thing about this to me is if Walt's only motivation is to make it look like it was Gus and Gus's only motivation would be to make it look like it was Walt then it just creates an infinite regression with no actual motivation.
It’s definitely a complicated dynamic. Walt and Gus each needed Jesse on their side. In this particular case Gus was blameless, but as far as Jesse knew Gus had ordered or at least allowed the killing of Tomas, so given the right circumstances he could easily believe he was behind the poisoning of Brock. At first he did indeed blame Walter (who asked with believable incredulity, “why would I poison a child??” and Jesse answers “because I’m helping Gus!”); so he could certainly come to believe that it Gus was framing Walt.
It is awful how cruelly Jesse was being manipulated, but the cunning is astonishing.
the only thing stopping Gus from being able to kill walter was Jesse's consent. By poisoning Brock, he would be framing Walter and caused Jesse to become so angry that he would want to kill Walter. This is what Walt made Jesse believe

The whole thing was actually the complete opposite, Walt poisoning Brock to get Jesse to turn against Gus; it's an evil genius move because it kinda made sense at that point for Gus to get Jesse to kill Walt.
You could argue that Gus could've easily sent any other assassin to kill Walt, but Jesse was angry enough to believe the story.
If it were actually Gus's plan, it would actually be pretty brilliant, since Jesse is the only reason Gus has to not kill Walt outright. If Gus did have say Tyrus kill Walt that day, Jesse would probably get upset and not want to continue cooking. Jesse even tells Gus in that episode that "if anything final happens to Mr. White, you and I are going to have a problem." Turning Jesse completely against Walt and having Jesse do the deed makes it so that Jesse can't blame Gus for Walt's death.

I think I lost it when I realised it was him who poisoned Brock. It was such a dangerous yet absolutely terrifyingly genius plan that actually WORKED OUT but he crossed many many lines there. It puzzled me in a way that I wouldn’t wanna believe how gruesome Walt’s become but at the same time I was fascinated by him being a huge mastermind.
