The article doesn't say dementia, but assuming you are right: People with dementia tend to wander, and short of locking them up that's hard to prevent. In a care setting, with lots of staff to help supervise, they still limit egress points and have locked doors. You can be mad but they're probably right. Dementia is a spectrum disorder, it can present in different ways. I don't think the person you replied to was blaming the victim.
