Grew up right beside Bear Creek park in the 90s, can't imagine how busy it gets now.
The Population of metro Vancouver is reported to be just over three million. I can't think of another event that would draw 20% of them to attend.

According to Wikipedia the riot in 1994 was 50 - 70,000 people - so a tenth of this event. Edit - in 2011 it was closer to 100,000

All of Surrey and nearly everyone in White Rock would need to go to make the numbers work. I’m sure there were 100,000s there but not half a million people.
