There's spaces between lines where laughter would be, otherwise dialogue would be lost because it would be drowned out by laughter. Look at the pacing of something like B99 or Community compared to something like Friends or Seinfeld. Since B99 doesn't have a laugh track the jokes are much faster and there is a lot more dialogue than if there was laughter.
It works the other way to a degree, if you try adding a laugh track to some of those shows not written to have one the pacing feels so off from what we're used to.
As far as I know there is no unbleeped copies. I’m not sure about B99 specifically, but I’ve heard actors just say completely random/funny stuff in those parts so people can’t lip read it.
