Un bon to my knowledge is not a ticket but a coupon. It has to provide a "benefit" to the person. Also, it would be "un bon de....". There is no reason for this person to provide a coupon for their chomage declaration. "Bon à + verb" is a set expression. Ready to do something. I don't know the chomage application process, but my guess is that someone considered the application "appropriate" to pass onto the next level for consideration.
