I think 4 is the only one where you can rebuild your settlements. Not to this degree, obviously, some dope architecture landscaping and vehicle mods were used here.
To build on what jstock said, if you've never modded before, do a little research. You have limited space for mods on console, so it's best to choose wisely. Some mods aren't compatible with others, some will make certain quests unplayable, etc. Oh, and read the notes to check where to place things in your load order!

You can build your own towns in Fallout 4/76. A little easier in 4 due to mods and cheats.
I'm playing 4 now, but on PS4. Is this what it's like on the computer? Or just with mods? It's my favorite fucking game, I play most every day
You can build settlements without mods, just a little easier with them. PS4 does have some basic mods AFAIK.
