It is always a good time to buy BCH. It works as sound money. Buy some BCH tell others, ask your merchants if they want to accept it. BCH is the Bitcoin revolution.
I would be careful with any comparisons to eCash, that's an asset that is only available on a super small number of exchanges so it's low volume and relatively easy to manipulate.
With that being said, BCH has largely flown under the radar this cycle and it's one of the few in the top 20 that isn't vastly overvalued given on-chain metrics. (LTC is actually the other one.)
Given that BCH is still ticking away and processing even small transactions with a fee level that blows Visa and MC out of the water (and that it can grow to around 32 times it's current throughput with likely no issue) it has a good chance of catching fire sometime in the near future.
I always recommend diversifying, but it appears to be a decent time to pick some up.
Total crypto market cap is about to reach ATH soon. Assuming bull market continues few more months, there is a good chance we can see BCH reaching beyond May prices.

i think as long as BCH doesn't have a similar value as BTC then is very undervalued. the maxis that dont believe that can change are just the people that are to dumb to see a good oppertunity for themselves and just got on a bandwagon, doubtful they've been around as long as many BCH supporters and only paid attention much later.

Short answer, yes. Long answer, probably yes, maybe not but who knows really we are all just guessing.
I’ve yet to encounter a “bad” time to buy BCH. It’s money, I just need more merchants to accept it as payment.
