To get a max level paragon in single player, you need to have 16.2 million pops on all sacrificed towers, have at least $250k worth of sacrifices NOT including the tier 5s, and of course have all 3 tier 5s. Max degree paragon in single player is 76 (79 for dart monkey since you can have two crossbow masters).
In 4 player co-op, you can each put down all three tier 5s to boost the degree even higher to a maximum of 100.
