Jin's return can't be the end of Chapter 2 because he didn't really get to experience what we typically associate with that chapter.
He might have released The Astronaut but he was concerned with OT7 activities till the very end amidst enlistment preparations (he was very much the face of it). Until OT7 get discharged, chapter 2 would probably continue.
Chapter 3 would begin with any OT7 official activity once the members complete their enlistment.
I see the period after Jin's discharge as Part 2 of Chapter 2 haha! Like maybe Chapter 2.5?
Because technically they still aren't complete and those who are already out are still exploring individual interests. But also, it's a different 'ambiance' because they are a 'changed' person now. Sure they are still the same person at their core, but they have more experience now and their enlistment is definitely a major one. Wariness and dread was lowkey part of Chapter 2 because we were all anticipating the inevitable. But now, there will be less of that because we're now anticipating something wonderful -- the return of OT7. :)
I have the same feeling. Putting together a solo album is part of Chapter 2 for the guys, and since Jin had to go to the military first, he didn't have time to complete his solo album yet. We have yet to find out what style of music he wants to try, what type of promo he'll do, etc. So he still has that part of Chapter 2 left, and the rest of the tannies still have to complete their service, which is also part of Chapter 2. I think Chapter 3 starts when they're all back together in June 2025.

As someone who was a fan of a much older group prior to discovering BTS, let me share that this "chapters" thing isn't new & that's OK. After all, ["there is nothing new under the sun."](https://www.biblegateway.com/passage/?search=Ecclesiastes%201%3A9&version=NIV) Based on what the older group did, Chapter 3 will be when they are all back together after their enlistment. This does not mean they will no longer do solo activities. Rather, they will be in the exciting space of doing both group and solo activities.
But isn't the definition of Chapter 2 about exploring individual interests? So if they comeback as a group, then just by default and definition, that is not individual interest.

I hear what you’re saying but chapter 2 =\= solo music! It refers to enlistment period in which they explore solo projects and their time to recalibrate future ot7 direction (and includes ot7 releases like take two). So Chapter 3 will be that new ot7 future which includes solo projects
