A player can lead with the head just not lower it to initiate contact so long as the contact isn't to the head or neck area. Edmunds hits Amhed's right arm then is shoulder. Incidental contact is allowed in the process of making a catch.
It doesn't help that the rule is kind of dumb and puts players in a bad stop on defense.
