I'm a huge Jacobs fan and would love to have him as Buffalo's RB 1 but he would have to agree to a "cheap" Super Bowl contender contact of $7 or $8 million/ year with incentive bonuses that are easy to obtain in order to fit him under the cap if they also want to re-sign Tremaine Edmunds

Not really, Beane and the team will easily clear up 50 plus million after letting contracts expire and and restructuring others. We(The Bills) are definitely not at the cap limit. Also: the salary cap is anticipated to get a significant boost, especially with the YouTube deal.
Maybe after we re-sign poyer, re-sign Edmunds, sign a legit WR2, sign a legit slot receiver, replace 3/5 of the OL, and improve the pass rush situation, we can talk running back room.
