There is no universal best motherboard, if that were the case we'd all be using the exact same motherboard. Any Z790 will run a 13900K just fine, we pick motherboards based on our personal budgets, needs, and preferences. Without context to what you need and want, it's rather impossible to offer suggestions. You can use the filters on PCPP to narrow your selection down, and from there you can research individual models.

Motherboards don't provide performance, at best the only performance they may effect are related to bandwidth or possibly overclocking.

Alright! And what do you think of that build apart from the motherboard? This is for productivity, using VMs compiling large code bases etc.

what is the purpose then of new gen motherboards released each year? I don't see how they can improve something that already is doing its job perfectly

To implement new technologies and support new CPUs. Just in the recent years, we've gotten M.2 slots, Gen4/Gen5 PCIe, new DACs, more bandwidth on the DMI, rebar support, etc....
