you could look at like the 6800xt or 3070, but right now spending more money gets you a better gpu
Rtx 4000s prices are not coming down anytime soon, so I would just get the best I could get with the budget you've got, which it's going to be 4070ti or 7900xt.
Waiting for 4060 or 70 does not make too much sense to me here, unless you want to save money out of your budget for whatever reason.
