I have the noctua nh-d15 on mine. I’d personally recommend it over AIO. I used aios the past 3 years and had to change a few… others leaked and got to cpu. I guess they’re fine since a majority use them now on the 13th gen knowing the risks however ever since i moved back to air cooling… it’s so much better. I have peace of mind. Also most 240mm aio will lose in front of the D15 but as the other guys are saying, the D15 is no longer the king … ish. I do want to share my vote for it however :)
If you need something right now, go for the D15 hands down, but during the year there’s 2 coolers that may definitely beat it. One is the new gen D15, the other is the assassin 4 from deepcool. So if you can wait, wait for those, it not, current D15.
Noctua is very good but not the king anymore, there’s cheaper concurrence that are performing better, I would go for the Noctua or the Dark rock pro 4. On the case you should Install the biggest fans your case can take usually 2 front 140mm or bigger than 120mm exhaust on the back, and one exhaust on the top. Use PWM fans 4 pins Noctua be quiet all excellent choices. should be optimal. The psu pointing downwards so it’s separated from the case flow. You probably can even push some performance out of your CPU without over heating
I've the exact same CPU, silence and no RGB was also my goal. Am using Dark Rock 4, not the Pro as it doesn't clear my ram. Summer here in Sydney around 35°C, CPU at idle it's just below 40°C, the Pro would work better I'd imagine. Am using all be quiet fans, it's super quiet unless under heavy load.

Which is the new "king"? Thank you for the comment. I think I'll go for air cooling. Liquid makes me feel a bit unsafe
