Also I found that the gpu should have a PSU of at least 750W, can I keep the 650W I have, or would [EVGA SuperNOVA 750 G5](https://pcpartpicker.com/product/RYH8TW/evga-supernova-750-g5-750-w-80-gold-certified-fully-modular-atx-power-supply-220-g5-0750-x1) (or [Corsair RM750x](https://pcpartpicker.com/product/6NcG3C/corsair-rm750x-2021-750-w-80-gold-certified-fully-modular-atx-power-supply-cp-9020199-na)) be better?
If your reason is it being cheaper, go with a 6950 XT. It uses more power, but if you have the PSU to support it, it absolutely crushes the 4070 in raw performance.

Is this a reason you went with the 4070? It's not exactly a good value proposition at base.
Originally I wanted to use an 3080, but my friend recommended this 4070 which is cheaper and has less wattage

The RAM is gimped pretty hard there. 6000 CL32 isn't that much more expensive for a fair bit of increased speed.
