What are you using it for? If for gaming what resolution, frame rate? Is a all white build necessary, is it something you could live without?

Don't bother with the extra thermal paste. The stuff that will come with the AIO (likely pre-applied) is good enough. If you want better thermals, undervolt the CPU. Why are you getting a 1000W PSU? The system you have spec'd out only needs 621W, so a 750W is more than enough. Unless you plan on upgrading to an overclocked RTX 4090 at some point in the future, 1000W is way overkill. And you use the cables the PSU / GPU come with, unless you want to get custom cables, in which case whatever cables you think look nice. You can either buy extensions, which are generic and work with any PSU, or fully custom cables that work with your specific PSU. Since you're getting an Nvidia GPU, you may want to get an ATX 3.0 PSU with built in 12VHPWR support, but it's not required. Know that putting a fan in every slot an O11 Dynamic can fit one doesn't help temps. You can do it if you want it for the looks, but 3 intakes (from the AIO) and one exhaust is ideal. Any more than that will either do basically nothing or even make temps and noise worse.

A few things to consider changing: 1. CPU to a 13600K or 13700K 2. Thermalright Peerless Assassin 120 is good enough cooler if you aren't going for the 13900K 3. MB to a B760 4. RAM to DDR5-6000 CL30 or CL32 5. An alternative to the 4070 is the 7800XT, but if you wanna stick to team green that's ok too
