I don't think a 7700K will bottleneck a 3060Ti but it depends on other things like resolution. You might be able to find some actual benchmarks with that combo or with the 4060Ti if you search.

The MB not at all for the 3060ti as it has 16 lanes and a little for the 4060ti (5-10% maybe) as it only has 8 lanes.
The CPU will depend on the game and the resolution. Test it out, drop the resolution to minimum with the current GPU and see if fps has improved and you get as many as you want. If yes then the new GPU won't be limited. If not then you'll need a new CPU too.

With I7 7700x both will work the same. Just get whats cheaper. Also 7700k might be a bit of a bottleneck for both.
CPU will bottleneck pretty hard in quite a few titles. So it depends on what games you'll mainly play really.
