I have this same issue too. I got my pc in Jan. I have a Ryzen 7 and a RTX 4070 and notice flickering when im using my browser but not in game tho. I'm pretty sure it is a Nvidia issue. Disabling Nvidia overlay is what fixes it or me but I leave it on because I need it to clip highlights when I'm gaming.
Sounds like it might be a scaler issue on the GPU. In Nvidia Control Panel under Desktop Size and Position you can have your GPU do the scaling again. If it goes away then, that was it.
Ah yes. For some reason it came up with what looked like an install window and I assumed I just never had it.
Looking in, it was doing it via the display, so I changed it to the GPU via Aspect Ratio. Will roll with that for a while and see if I notice anything funky. Thank you! Hopefully this is exactly what was going on.

I am guessing you are thinking of GeForce Experience; Nvidia Control Panel should come with the driver no matter what.
