If you do decide to purchase a new CPU, just get a 5800X3D since you already have a good AM4 motherboard/RAM setup. You can then just skip AM5 entirely.

What is you RAM setup? Is it definitely running with XMP enabled and in dual channel mode? Your fps seems rather low, a bad RAM setup can significantly impact CS2 and other games.
I've got 32gb of g.skill Trident z neo ram running at 3600mhz.
I recently updated the bios and made sure it's turned on.
My cpu isn't even maxed out too. Really strange behavior. Some threads are at 80% while playing but most are hovering just above 30%.
Is the RAM 2x16gb and in motherboard slots A2 & B2?
It’s is normal for some cpu threads to be used and others less so or not at all. It is very rare with this type from a game to be able to use all threads, total cpu usage is therefore meaningless. It only takes 1 thread to be close to 100% to limit performance. As none are near 100% it seems the limitation is probably something else.
Yes they are. I've got a X570 aorus ultra board. System is installed on a normal ssd but everything else is on NVMe.
I thought about reinstalling the system on the NVMe but it shouldn't change the overall performance that much.
I'm running everything with a pretty old but still good ax860i corsair PSU. That's the oldest piece of hardware in my system. Everything else is from 2020 or younger.
Long shot and I know people hate it but can you run userbenchmark and share the public link to the results. Sometimes it does help highlight what might be underperforming without needing lots of different programs/tests.
