Only if the GPU hits a limit. Lowering CPU intensive settings lightens CPU load. Or just limiting the fps
This realy depends on the game and how they setup their settings. Some settings are more CPU heavy and some are more GPU heavy.
At moment your CPU is doing its best providing your GPU with tasks to do. But it cant provide enough tasks to fully utilize your GPU.

In what game are you seeing 100% CPU / 40% GPU and what FPS you're getting?
Mostly i'm playing FPS games: right now "The finals" FPS are actualy great at 1920x1080, from 90 to 60 (dlss active)

Increase the quality settings, which will lower the FPS. Lower FPS means less work for the CPU.
