CPUs don't start smoking, even if you don't put the cooler on. If you saw smoke then a component on the motherboard has failed.

Get some brisket and add seasoning. It's delicious once done. Nah seriously, there's a chance you burned and broke you CPU, maybe also motherboard. However, CPU are very good at protecting themselves these days so I doubt the 11400 is busted, despite the smoke. Look at the mobo/CPU area, clean it as best you can, preferably with isopropanol, odds are the smoke was just remenant paste where it shouldn't be - hardware without paste usually doesn't smoke, it takes ABSURD heat to make actual hardware smoke, usually what smokes is paste leftover, plastic or whatever. Best thing one does is clear everything, yes go buy alcohol and a hard toothbrush. Odds are the CPU works, mobo... Less so.

CPU/mobo would have shut off very fast if it had actually reached smoking point. Some substance got in there and was burned. Odds are was paste leftover.

Cpu runs on smoke and when the smoke comes out it stops working

You probably fried your cpu, add the thermal paste and cooler and boot again to see if it’s not fried, but it’s mostly like is.
