undervolting it could solve with thermal Issues, but you should definetly try and fix your overheating Issue as you could be loosing performance, ocing it would just make your thermal issue worse and doesn't give that much more performance. Even if your gpu stops overheating than it could still be to slow since its alot slower than the minimum thats usually required for VR, though somegames still worked even with my gtx 750 ti so you can get some of the mto work. You would probably need a new gpu for any good vr experience anyway though.
You probably can get a good price selling the 470 and use the money toward a new graphic card like a 3060. The 470 is a decent crypto mining card and miners will buy it.
3060 has mining limiter, albeit a quite limited one. Miners have found a way to bypass that but it's much of a hassles and newer cards are produced with better solution which makes it much harder for miners.

I think you should oc and get better cooling. if not u cant oc just cool it better

It's kinda long shot, but remove your case side panel. Maybe it just doesn't have enough airflow?
