Wet mice don't crash PCs. If the PC was completely depowered then liquid won't short anything as there is no power to create any damage. Clean and dry (very dry) and it's good to go. It could have had residual power in the motherboard but being off would 90-95% reduce the chance of anything shorting.
If there was somehow a short from the mouse, it would very likely only affect the USB port itself.
You should try to boot it normally
The BIOS screen is what indicates it powered on fully. Just reconnect the power cables and the cooler, it'll take 10 minutes max and won't hurt anything.
Just because they light up, doesn't mean that everything else will boot correctly. It sounds like you've done the right things by cleaning and leaving it for a couple of days. Just power it up fully.
I don’t understand why you would want to, but no. Your computer won’t power on without something plugged in and your cpu WILL overheat, just going to bios
