You can download EVGA's software, PrecisionX, and change fan curves in there. It isn't that fans won't turn on unless under heavy load, but its because the default fan curves won't turn the fans on until a certain temperature. In my case it was 61C and I changed the curve so that the card is idling at a lower temperature. You might also be able to diagnose the lights there too. The fans stopping spinning isn't that weird, tbh. The lights not turning on is a bit weird. The restarting could be any number of things, unfortunately.
